Any way to "reset" WinXP so it runs the "setup wizard"

I'm selling an old PC.
I wiped the HDD, installed WinXP, installed all the updated ... is there now any way to delete the user account and "reset" WinXP so it runs that initial first startup Wizard?

There has to be at least one account, although that can be the administrator account (with no user accounts).

Anything the setup wizard can do can be done with stuff in the control panel.

That's not really the point: he's selling the machine to someone who may not know where any of that stuff is. He wants the new user to have the OOBE -- which I don't think can be done except with sysprep.

Yes, it's called Sysprep. In your case, you just need to run it with the OOBE (out of the box exprerience) switch. That will leave all your updates in place and and invoke the wizard the first time the new user powers it on.
