Any way to merge a partition into my root partition? using ntfs in xp?

The good answer is PQMagic, but even with that you have a 50/50 or at best 75/25 chance of it actually working. Make sure you have a good backup before trying it.
 
Partition Magic is known to do a bad job in merging partitions. Just do a Google search on Partition Magic and merge and you will see lots of posts by the victims.

The best way to merge say partition D with C is to move all data from D to C using copy in Windows. Then, delete partition D. Then, resize partition C.

Either way, you should always backup your data before modifying partitions.
 
Depending on what you wanted to use the new space for, you could just mount the new partition to an NTFS folder.

For example, I just removed the drive letter from my CD-Rom drive and remounted it as c:\CDROM

You could mount your new partition as c:\Data or whatever you wanted
 
I would either mount the partition in a folder or expand the c:\ partition with empty space (but not directly merge two partitions)

i think he wanted to merge without having to format the drive.
