Any way to make a collect call in Canada without dialing the operator ?

My campus has a problem with dialing 0, where instead of going to the operator it just says it can't connect. Anyway, I want to make a long distance collect call, but I can't get through to the operator to do so, any ideas ?

1800 CALLATT / 1800 Collect don't work here apparently, I tried both 🙁
