Any way to get any consistency while downloading via FTP?

It happens with every FTP I'm on. I'm downloading (via port 21, of course).. and the download speed varies from 15kbps to 200 kbps while mainly staying at 90KBPs.. anyway to get some consistency on this download? I live in a dorm.. and at times I get a higher average of speed.. but never that CONSISTENCY.. anybody know why this is?

I always get consistent speeds...so I'd say it's the server you're connected to...maybe no load balancing?
