Any way to format computer without using the A:?

My computer seems to have a huge problem: it cannot open any type of folder on my desktop, run any executables, or open "my computer", "control panel", etc.

Really weird. So is there anyway to format this thing without using a floppy disk? It won't boot from the CD either.

I'm sorry if this is not a joke!
A computer that does not have a floppy drive neither a CD ROM drive and now, you cannot run any executables on it.

If this is real, you can spend a few dollars and get a floppy drive.

Edit:

What do you mean by "it does not boot from CD"?

Did you go into the BIOS and change the boot order to put the CD rom first?
