Any way to force slower read speeds for a CDROM drive?

My CDROM drive is too loud when I'm simply playing back a video cd (it's a liteon) and I was wondering if there is any way to force lower RPMs in Windows XP. Note that I'm talking about read speeds, and not write. Or perhaps the video data stream needs a particular rate sustained leading to the high RPMs I am hearing?
