Any way to force a program to use the Windows XP GUI look?

I'm using ICQ2003b and using the "classic" skin, but it doesn't use the rounded title bar and buttons of Windows XP, it uses its own little square thing. The borders for the window are also a different color. Is there a way to force it to look that way?

Also, does anyone know if there are any skins available for ICQ2003b? Apparently the ICQ-plus skins don't work anymore with the newest version because ICQ plus doesn't work with it.
