any way to edit/chop up .wav files

I was wondering if anyone knew how to chop up a wav file...ie I want to get just a small portion of a wav file. Can winamp do this? Any other software, preferably freeware? thanks in advance
 
You can definitely do this. I have done it previously using a shareware program called AcidWav or something like that. Just look at download.com for some shareware.
