Any way to cap roommates internet speed?

One of my roommates is a total internet hog. I keep telling him to limit his downloads but he just doesn't listen. I unplugged his internet for about a week until he figured out that his computer wasn't really broken.

Is there a way to remotely cap his internet speed? I am connecting the DSL to a Linksys router and the router splits it to our computers (three of them).

I would like to split out the DSL evenly, and I have access to all the computers.

i think all you have to do is install it and set the bandwidth.

EDIT: works only with nt, 2k, and xp. and I dunno if it supports remote bandwidth controlling...so I think this was a waste of time. 😕

I think you can limit it per port if you have a router.
