That's what I do. I keep Do Not Disturb on, and if you aren't in my contacts, I don't hear it. If it's important(so far the tally is... Let me think here... zero), they can leave a voicemail.

Seriously there are app's which will allow you to block an entire area code and/or middle set of digits in Android BUT area codes are a dime a dozen these days just like phone numbers. Pointless.
Turn off the ringer for anyone not in contacts ... that's what voicemail is for.
It's the wife's phone, she's not going to do that.
Considering how expensive cell phone service is in America, why not make them provide you with customer service and show you how to do this, if it can be done?
