Any way I can convert a PAL tape to NTSC myself?

Friend of mine bought a tape in Russia, but it's PAL. Any way I can convert it?

I tried hooking it up to my tv tuner card, but I guess that can't decode it either. Does the VCR have anything to do with it?

The VCR is the problem. An NTSC machine won't play a PAL tape properly. You'd need to find somebody with a PAL VCR and do a tape-to-tape copy.

just turn it upside down and it will be NTSC. seriously, that's the only difference. if it doesn't want to fit, just push harder until it goes in.

NTSC = 480 lines of resolution @ 30fps interlaced
PAL = 576 lines of resolution @ 24fps interlaced(?)
