any vid cards/editing cards that have BOTH PAL/NTSC I/O?

a friend of mine needs a vid card that has both PAL and NTSC inputs and outputs. so far we've only had luck finding cards that have either-or depending on the region u buy the card from... anyone know of any cards that have both? i know i saw an ATI card awhile back that had a jumper that let u switch from them.... anyone know of it or any others? thanx.

geforce cards should have both, using tv tool I can select one or the other in windows
