On sql server, if you monitor processor time say for a 8 core computer
If 1 core is busy running query and 7 is idle, it doesn't mean its overloaded (entire system) just that the software probably sucks and isn't written for multi-proc, parallel query, multi-thread
Thats how I interpreted it.. i'm likely wrong but if you have experience in this field, let me know.. thanks
