Any tool to measure Windows Experience Index?

I know it can be done if you are on Windows 7 and above but what if there is a tool where we put the hardware models and it shows expected experience index?
 
Yes there is a third party tool and I've used it I think it's called WEI.zip which reads the Win 8 winsat files.
 
Every hardware combination imaginable is going to give a different WEI rating. It's a completely meaningless number as far as actual performance metrics are concerned, and there's definitely better choices for troubleshooting potential issues than guessing at why your WEI number is suddenly different.
