There are 2 issues with my toilet:
1) The water in the bowl fills up too high - How do I make it refill lower?
2) When flushing, the water in the bowl raises then doesn't fully drain everything before refilling - How do I make it fully flush before refilling?

Grab a plunger and just go at it, there's probably a blockage, but not enough to block it completely. You should be able to make it work it's way to the city sewer. Chances are it's lodged in the toilet's built in P trap, or in an elbow somewhere.

Javex also works nicely for clogs. It will just eat up the toilet paper and feces and disintegrate them. If you flushed something that is not really biodegradable, then you'll need to snake it out.

The screw adjustment at the bottom sets the height of the float, which sets the amount of water the tank holds when ready.

The position of the yellow float can be adjusted along the chain to control how much water is used per flush.

Just did this repairwork recently.

Before replacing anything, there will be some sort of adjustment for the water in the bowl be it an adjustment screw or screwing in or out the float (old school). And as for the incomplete flush, does holding down the flush handle complete the flush?
