Get all the blocking addons you can.

Setup a caching server and configure it to cache EVERYTHING.

Few things you'll just have to accept:

You can't watch internet videos
You have to block ads
You have to limit your internet usage to 2-3 hours a day
Your internet is basically only for forum browsing and news reading

As I said, I would spend hours on the internet when I was still living at home between school and jobs, and we didn't have too hard a time staying under 5GB/month.

but does operas turbo feature work when you have too much bandwidth? I haven't used it in a while but I do remember it complaining ithat it wasn't necessary for my connection.

I think it does, but I've only used it on marginal connections. Crashes the browser sometimes, but that's on Ubuntu. Windows might be better.
