Any software to enlarge small picture scan?

So my sister's last birthday with us before she gets married. Want to give her a wall size portrait of that childhood pic of her. I got a good scan of passport size photo.

How to enlarge it ?
 
Gimp, or probably any image editor. Scale image to size desired. Results may vary depending on quality of original.
 
The max number of pixels is set by the scan. To get a large scan from a small original, use the highest practicable DPI setting your scanner can provide. Gimp and Irfanview can enlarge a pic, but it will not increase the number of pixels - it just makes them bigger. This results in a possible loss of apparent resolution, depending on the distance it is viewed from.
 
An Adobe plugin like "Genuine Fractals" is able to enlarge a photo to any size (eg, big as the Empire State building if you want). Got to a photo/printing shop that has such capability. I even thought that Id seen some vendors who will process photos online (ie, via the networks).
 
How large do you have it now? (Pixel size)

How large do you want to print it?

You might already have a working 200 - 300 dpi (output res) scan.
