Any soft to monitor a routers bandwidth usage by IPs & ports?

Here at our company we need to track down some people who have been abusing of the privilege of unrestricted internet usage.

So we need to see who is blocking the Internet from legitimate usage by downloading movies and soft.

Any program that monitors how a D-link router distributes the bandwidth among 20 different computers, each with a single and fixed IP (we use windows 2000 server for this)?
