Any 'scaler' devices?

What I wonder is: are there any standalone video scalers that can accept either { VGA, DVI, YPbPr (component) }, scale them to a resolution of my choice, and output either VGA or DVI?

Heck, I don't even care if it upscales it, I'm fine with black bars as well. I just want something to view the signal at this point. Still it would be much preferred if I could actually upscale it with acceptable quality.

The other option is to just downscale HDTV 1080i output to 1280x1024 if that will yield better quality.

OR...are there any HDTV tuners (internal OR external) that will do the scaling? I need versatile resolution options to work with my stubborn 1280x1024 monitor.

Sorry, I don't know if I needed to make another thread about this but it's sort of a different question.
