Any rose experts?

Well, I might have overwatered after reading a few articles. But the plants are not getting any better. Used fertilizer right after planting. I usd to landscape, so I know roses are not exactly dififcult even though enthusiasts think otherwise. So, I know general care, but these are not working out. Is it hte over watering?
