Any recommendations? - looking for a phone that has a working GPS (without data plan, without monthly charges)

Are there any phones that can download maps locally onto the phone and not have to use data to use the GPS function?

Any recommendations would be great. A camera with flash would be a plus too.

I believe that there is at least one app made for Blackberries that lets you download maps onto the device. I can't remember what it's called, but it was a total separate app and would cost extra. I don't think there's a single phone out there that natively lets you do this. It's all up to the extra apps.

you can get TomTom, Garmin, or iguidance, plus some others, with all maps stored on a memory card for Windows mobile and palm. Figure about another $100 for that. plus, even thought the interface is the same (at least for garmin) its so much easier to just use a gps. Screens on phones suck compaired to gps screens as far as daytime use goes. Nokia also has its Nokia Maps app for S60 that can catche maps for offline use.

Symbian works as well. I've got the garmin program/maps on my nokia e71 and it works great with turn by turn and everything.

Mmhmm. Garmin Mobile XT on my N-series is godly. I don't get why people pay for AT&T Navigator. It's a subscription based service when something like GPS is inherently free. So I guess you're paying monthly for maps. I suppose you can look at that like AAA but seriously I think AT&T Navigator is just for dumbasses.

Garmin Mobile XT is also on Windows Mobile.

BTW OP, what kinda flash? Xenon? LED? Xenon is severely limited, but LED flash is definitely out there. I think if you want a decent camera you have to settle for Symbian. WinMo is too businessey to deliver a decent LED flash camera. The X1 or the Touch Diamond have virtually useless LEDs.
