Any reason this PSU won't do 8800GTS SLI and C2D E6600?

Apevia is one of the worst power supply makers in the world - that being said, even a low-quality 680w unit like that one should have no problem powering those parts. Still, I'd definitely pick up a better power supply for that price - something like a Seasonic M-12 500w, Corsair HX520w, Silverstone ST50EF-Plus, or Enermax Liberty ELT500w. If flashiness is really that important to you, then maybe look into the OCZ GameXStream series. Or better yet, get one of the quality power supplies I mentioned earlier, head over to FrozenCPU (don't know any other places that stock these sorts of items, I'm not trying to promote the site) and pick up one of their UV-reactive connector and sleeving kits, an LED fan of the appropriate size, a pin removal tool, and do them up yourself.
 
If you are going to spend 600+ on graphics cards then do yourself a favor and get a name brand quality powersupply thats sli certified. If you plan on overclocking those cards and your core 2, go for nothing less then a 600 watt from corsair,seasonic,enermax or pc power and cooling. Power supplies tend to run at higher efficiencies when they are below peak so even if you are only using about 500 watts at peak a good 600-800watt unit will save you money over its lifetime vs a cheap 500-600 what one which will be less efficient.
 
Wow...that has to be the most riced-out PSU I've ever seen. But in any case, while it should in theory have enough juice to power the system you had in mind, my own past experience with their PSUs tells me that it won't last very long (the stock Apevia case PSU I had lasted a couple of months).
