I don't believe it is. I honestly don't put much stock in certified pre-owned though... yeah they "thoroughly" inspect it, and I'm sure most cars would pass the inspection anyway. So for a couple thousand extra you get yourself an extended warranty.

1999 M3 goes for around $18,000-$20,000. Convertible goes for close to $22,000.
Acura Tl 2004 goes for $27,000 (non-navigation)
