This issue (the 60Hz rate in 3d apps) is a general w2k issue. It is not a Radeon issue. Voodoo and Nvidia cards have the problem too.
For D3D games, run the dxdiag.exe and in the last tab(the one on the right) you will find that u can put on override value there (85 for example) and then D3D is fixed. OpenGL is trickier. If you run UT in OpenGL with S3TC (which u should) then simply put RefreshRate=85 in your unrealtournament.ini under the opengl preferences.
For Q3, there is a command too. it only worked after a reboot, but it works. I have a thread going about this issue, so do a search in these forums...
