Any programs to scale down bclk inside windows?

I've got my system up to 189 bclk and the 21 multiplier.

EIST is on and my multi drops down to 12 during minimum tasks.

I'm looking for even more power savings. Are there any programs out there that will scale the blck down during light loads and scale up during heavy loads?
