Any program to change the monitor's refresh rate?

Does anyone know of any program to change the monitor's refresh rate? Everytime I go to display properties -> Settings -> Advanced, my computer restarts randomly. It does the same thing when I open up MBM5 as well.

Therefore I'm just looking for another way of accessing this, so anyone know of any program to change the refresh rate? Mine's running at 120hz, but my monitor's been acting weird lately (flickering, fuzzing) due to this refresh rate.

Speaking of ATI tools, things are going messed up with that too - I always get a runtime error while opening it. I'm gonna try reinstalling Catalyst and see if that fixes things.
 
Powerstrip will let you change your refresh rate to anything and lock it there for that resolution. I use it to reach a 66hz refresh rate (which isn't supported by windows or any other program to the best of my knowledge).
 
Going over 100 on the refresh rate regardless of your monitor's spec is always iffy. If you can really see a difference above 85, then you're a better man than I am, Gunga Din... Overly high refresh rates are one setting that can actually damage your monitor.
