any program that can change Vcore on the fly?

ever since i built my homebuilt 2 weeks ago, its been having auto restart problems with basic computing. it never auto restarts when playing game. so i tried adjust the vcore voltage one notch, now basic computing is fine, but sometimes the computer will crash while playing a game now. is there any program that can change the Vcore voltage from windows instead of going back to BIOS and changing it?

i have an Aopen AK-86L mobo. thanks for the help

What are you system specs, are you doing any overclocking? What kind of PSU do you have. If you are having to adjust your vcore to keep your system stable, it sounds like you have a weak power supply.
