Depends on the state. In some states it is a highly regulated business. In other states you can tack a "Private Investigator" sign onto your front door and be on your way.

2. Get booted "off the force" for: being too much of a rebel / framed by dirty cops / drinking problem after dog is killed in mob hit / all of the above
3. Set up office, buy bottle of scotch, forget to shave, put feet up on desk

@Biggestmuff I'm looking at Oregon, Washington. I'm more interested in the process or learning material I should get my hands on.

Back when I was in my forties I was a private investigator (the term "PI" really bugs me). this was back in the 80's, it was a pretty good gig. I actually worked out in Hawaii. It was a little more difficult out there because of all the different islands, but I had a really good friend who ran a tourist charter business. Obviously he was a helicopter pilot, he helped me out a lot. I gave it up back in 1988, it was fun while it lasted.
