I am not a fan of megapixel race that every manufacturer seems to be in. I am more interested in a phone capable of high-frame video capture, 120 frame/s? 240 frame/s? Quite a few P&S camera has that feature already, but I don't want another device just to do it. Is there any phone, or phone on the horizon, capable of it?

Not that I'm aware of - the best camera phone on the market is the Nokia PureView and as far as I know it doesn't even do that.

They're all probably limited to 30fps. That's a horse of a camera that can do the high fps like the Casios and stuff. I'd love one for my golf swing though, without having to haul around a p&s!

I'd venture to say that there are a ton of phones capable, just no software written for it. SloPro exists for iOS and can do 60FPS for the iPhone 4S, but I couldn't find anything officially recognized for Android, Symbian, WP7, Meego, etc.?

This doesn't make sense at all and I'm really astonished this isn't an option on the 808 Pureview yet. It may [should] be in the works?

I don't think so. Even dSLRs don't record 1080p at 60fps.

Say what? Yes they do; there's plenty that do.

You can't sort by 1080p60, but looking through that filtered list you can find a lot. Here's a few examples:
