Any penalty for urinating in public?

Friend was drunk at a club and urinated outside the club. The security saw him but didn't do anything at first. Friend got into the passenger seat of his car and his friend drove out of the parking lot. Before leaving the parking lot, at the ticket booth, the security came up behind his car and wrote down his license plate. What can the security actually do with this information?
 
probably not much b/c the police wasn't actually there. i don't think a cop would feel like tracking down your friend just to issue him a public indecency citation....
 
in michigan, we have what's called a sex-offender's list. People who commit sexual crimes (like rape, ....) are listed on this publicly available list. Long story short, my friend was caught urinating in a park and he was sent to jail overnight and listed on the sex offender's list for two years (i think it was two).

haha, that's pretty dumb
they might be able to take it down as some sort of public drunken-ness or something seeing as he was coming out a of a bar..

but for just peeing i am not sure.
