Any motherboard feature to limit stress on PSU from HDDs at startup?

I just ordered a ASrock A88X Itx and I am going to use it in a NAS system, currently I have a Corsair CX400 which seems a bit overkill when the system in idle is going to consume 30-40W

I am thinking about getting a PICO PSU, but if I look at http://www.pickledbrain.com/2011/04/building-a-fast-energy-efficient-nas-box-–-part-5/ and if I get 1 SSD and 6 HDDs then it consumes quiet a lot and 150W might not due it

So is there a feature on ASRock motherboards to limit the stress by spreading out or something similar?

If I recall correctly, serious Server Motherboards intended for storage had a spin up stage at POST time where it could start each HD individually then onto the next. This is because when a motor starts to work it consumes roughly 3 times more power or so, and a HD has one. If you have tons of HD, you would have a seriously higher peak power consumption during POST time than your max even under stress tests.
