I know as a driver that every city, town, villiage, or even just the private property owner has billions of screwy laws/rules about parking. Thus, before I park, I always ask who lives there what the local rules are. It is that simple. In every city I've looked at, the parking laws are clearly listed in the phone book - which most people bother to pick up if they live there. So, it isn't like it is difficult to find.
I say, it is your fault for not telling your friend. And it is his fault for not asking you. (Assuming it was your house where he parked).
