well basil and cilantro (that's very similar to parsley right?) are pretty weak plants in my experience, plus you need to replant or reseed them every year.
You should get rosemary and sage, they are very useful for cooking and they are perennial plants that require no special care (I don't know how extreme the microclimate is in NYC though).
For rosemary you just need to take branches from an existing bush and put them in earth with water in a vase, I've got several plants this way and it was piss easy.
It's a woody bush and it gets big.
Thyme is another kitchen-useful bushy plant but I don't know how easy that one is.
Oregano is useful for certain tomato sauces too but I don't know if it grows in NYC.
I have chive on my balcony. That's perennial too although it loses the leaves during the winter. Great for salads.
I think you should manage to get at least rosemary, sage and chive to grow otherwise I'd worry about my health if it's the air causing their death.
