Any issues with running wireless with the same ssid and wep key?

I would like to have a wireless router and an AP use the same ssid and wep key, that way there is a seamless transition between access points.

Will a setup work like this? Are there any issues I should be aware of?

No, but unless the two devices are set up as WDS (and are compatible) then you'll still drop the signal when you move from one to the other because the new device will still have to authenticate you.

Droping the signal is ok but auto reconnecting is what I want. Which it should do with only having one preferred wireless network, right?

Using WZC comfiguration it does not matter one way or the other.

Some of the manfactuere utilities might have more flexible settings, try it.

But how well would that work if the ap's barely overlap each other (the signal is very weak)?

Plus I would have to worry about compatibility.
