I'm looking to replace the below R7970 video card with a new 1070 flavor.

Strip out old drivers and install new yes.

Getting a new 28" 4K monitor also.

Check quality of cables and get if needed!

Going for 4k on such a small monitor may be a issue as I can't recommend going below 32 inches for 4k.

Your cpu will probably be a bottlekneck when you get the 1070 and your case will be very close to the maximum length of that card as the case description says it can hold up to 290 mm while the 1070 is 267 mm so it will be snuggish.

I wouldn't think the CPU would be too much of a bottleneck at 4k.

Dug up a test where they used a Titan X with GTA V to test various CPUs for bottlenecks including the 3570K, there's not much difference across the board at that resolution. Even the AMD wasn't that much slower. I could be wrong here though, it's quite an old test. Possibly someone else has some more up to date information or benchmarks.

It fitted with no problems. The new card was about 1/4' longer and about 1-1/4' taller.
