Actually yeah it's probably not legit. The link takes you to a TOS but it's a redirect. I thought emails received from Hotmail staff had a special icon?

It looks hideously dodgy... yet it's lacking instructions for you to forward it to 'twenty other people' or 'enter your login and password for confirmation' - so I can't guess the motive.

The whole 'we'll delete your account if you don't click the link in 48 hours' is enough to raise the red flag for me, regardless of where the link points to. Hotmail has never and would never do a thing like that through an email.
 
There is a nasty vulnerability in Internet Explorer right now that that allows the real URL to be totally hidden to a user in the browser - For example, you could get a link in an e-mail, click on it, and be taken to a page that LOOKS like it's really hotmail.com and, in your browser's address bar it will actually display http://g.msn.com, but you're really being sent somewhere else. Good money says that this is what you're getting hit with. Try the link in another browser besides IE and see what it does. If you don't want to install a full new browser, go grab Mozilla Firebird - It can be executed without any installation at all.

I know they have several new policies. I didn't log into mine for 30days and thet deactivated it. They still had it on hold so I was able to reactivate it but lost all my messages. Its probably real.

It's possible but the link goes to a simple page with just a Terms of Service. If it asks him to enter in his username/password it would be a different story, but it doesn't.

The logic is flawed and the language is odd.

Is your hotmail account so important that you cant risk losing it?

Is there anything on MS's own hotmail page with an announcement?

When in doubt, throw it out!

Well I got my account, @msn.com when I had DSL with MSN.
So i've had it for awhile
 
email hotmail customer service, cut and paste the message into your email, and ask them if this is legit.
 
Logging in and checking your E-mail lets MS know that you're active. You do not need to do anything else. It's a fraud.
