Any Hotkey creation Utilities?

Are there any utilities availible that will allow me to map specific folders in Windows XP to certain hotkeys?

There are 10 folders I am constanly accessing and I would love to just
hit for example...Ctrl+Shift+1....Ctrl+Shift+2...etc

This would make my life a million times easier especially when I have like 400 things open at once
