I'm going to have custom poker chips made, and I found pre-existing artwork online that's almost perfect. I emailed the artist and he's fine with me using it, I expected him to tell me how much, but he's asking me what I thought was a good price. I even asked him a 2nd time but he wants me to give him a number. Now I don't want to low ball him here, and he understands they'll be used on personal chips for home games, so I'm not trying to make a bunch and sell them to make $$$. He said he'll send me the source AI files, and I got someone else to do the changes to them. I'm not even sure what $$$ I should offer (it's 5 images) I literally have no idea how much something like this is worth. I was thinking I'd offer him the same as the 5 shirts they come on but that seems like it's low considering I'll have his original artwork files.

Were these designs you are buying created by the artist with the intention of selling them commercially? Or were they just designed for artistic purposes? You could email him and tell him what the costs of 5 shirts are and use that as your basis plus some amount.

I'm not in the biz, but I'd think $100 and a set of chips would be in the ballpark for non commercial use.

Yeah they're on shirts. that's why I was going to offer to give him the $$$ of 1 of each shirt without buying the shirts. Hell I actually like the shirts so maybe I'll buy a set of shirts too.

That's not a bad idea, even if he doesn't like poker he might find it cool to see his work reimaged on some good quality poker chips.
