Any free web-based POP mail programs?

I was wondering if there are any free applications for creating a web-based POP mail program? Currently, my paranoid employer has banned all the usualy suspect mail paths. In other words, I cannot use Yahoo, Excite, etc., I cannot use mail2web and the like, cannot use my own ISP's webmail.isp.net web-interface, etc.

I am sure that the company proxy is looking for certain domain names and keywords in the secondary and tertiary level domains, which is why I want to install IIS web server (I have it, but its not installed) and then install a 'webmail' application with nothing in the name containing 'mail'.

Are there any?
 
No one has any ideas? Surely there is at least one IT semi-professional IT god that has installed a web-based POP before that's already done the leg-work.
 
Generally webmail programs are IMAP clients because it makes more sense than POP, especially for this application.
