Any free solutions to restrict websites for dial up users?

I'm in charge of 20 restaurants that have dial up access to the internet. Up until recently, they only had access to email, and that was all they needed to access. I'm now starting to get a website up and running with commonly faxed documents, and other miscelaneous information. My goal is to be able to restrict the users to only the websites that I want them to have access to. Most machines are Win95 using IE 5.0.

Does anybody know of any freeware, or any hacks that will allow me to restrict this?

I've heard about modifying the hosts file in the windows directory, is there any truth to this?

I don't know if IE5 has this, but 5.5 has the Content Advisor where you can just set "Approved Sites" and other sites will be unaccessible unless they have the password (a risk that you'll probably have to take regardless of your solution).
