I'm pretty sure that was an option in Windows 8/8.1 as well. It's definitely an option in Windows 10 (at the very least you can extend the taskbar across multiple monitors, I'm not sure about notification area being duplicated).
correct, that's the setting i had before but i'm looking to duplicate the notifications area on both taskbars.
Displayfusion seems to accomplish this but it then nerfs the "pin to taskbar" shortcuts from stock Windows. It uses its own shortcuts features which doesn't quite work well with the stock taskbar. Also removes the stock right click windows menu in place of its own menu.
I think this is the program I used a while back to separate task bars between two monitors(only windows on Screen 1 would show on taskbar 1) and am pretty sure it gave a start button on each monitor. I'm not sure about the notification area duplication though,
It's been a while since I've had dual monitors so I can't really test it out.
