No, you can actually do it if your phone supports GPS tracking which mine does. I've only found a pay site and it only supports nextel.

You can be tracked and located by your cell phone as long as it is on. I am sure the Govt is subsidizing cell phone companies.

Doesn't that require your Cellphone to run some sort of client that sends SMS messages with the gps location as the message?
