. There are some other PDF conversion tools. here. With these I guess you'd have to convert your PDF to something else, make your edits, then reconvert to PDF. You might poke around & see if any of these help.

Why? PDF is an open format. PDF readily converts to PostScript (except for stupid Adobe proprietary form extensions). And I know that your PDF readers suck, but xpdf kicks ass.
You can apply rights (like write permission) to the pdf document which allow the user to edit the document using Acrobat Reader. IRS distributes tax forms that way.
