Any free down/up speed limiters?

I know there's Netlimiter, but I don't really like that program. Plus, I couldn't get it to work. Any others?

don't know why either, seems like an app that would get written eventually - but it never seems to.

du super controler. its not as good as netlimiter at all. its ugly, more complicated to use, and not as feature rich, but i had to switch when netlimiter conflicted with azureus a while back. its not free either.

netlimiter works ok alongside azureus here... is there more to that story ?
