I have a buddy who wants to put up a private blog for internal company updates, but he doesn't want to pay anything (typical)

I told him its easy to setup a free blog on wordpress or blogger, but they don't let you lock it down to only certain ip addresses via .htaccess which is what he wants.

I googled around for free webhosts that have wordpress and found 'dreamhosters' which has free apps including wordpress, but there was no file manager or ftp/shell access to setup a .htaccess file

there is a wordpress plugin I saw which lets you configure .htaccess but I had no permissions on dreamhosters to install plugins.

so, anyone have any ideas? other free webhosts with wordpress that allow .htaccess, or other ways he can block access except to a whitelist of ip's besides .htaccess?

If it is for a company, why don't you just host it on the company's website?

Then why not host it internally at their office?

I would find a free web host where you can set up Wordpress. Once you do that, you can manage IPs via a plugin like WP-Ban.

EDIT: I know that you can get a free hosted WP blog at wordpress.com, but I don't know if they allow you to add plugins beyond the default. Might be something to look into though.

Just run it from a machine on the LAN.
Really not the hard to setup.
No need for external hosting.
