I'm going to go with RossMAN's suggestion of Dathorn very likely, but I want to see what others use here.

Price must be under or around $20 a month. Also, if your account isn't a reseller account, then before linking to the host, check whether or not they have any reseller accounts under $20 a month.

dathorn.com is a very popular choice among AT'ers, they have long lines of people waiting for an account. Currently they are not accepting new customers. I will be closing my account with dathorn next month and no I won't say why.
