The VIA chipset on the ASRock board is the only one for Intel CPUs that has AGP and PCIE - and the PCIE on that is only 4-wide.
For AMD processors, there is a ULi chipset that has AGP 8x and PCIE 16x, thanks to the higher flexibility of the HyperTransport architecture. Now ULi has been bought by NVidia quite some while ago, and their product have all but vanished.
