Any clear gel/liquid that insulates well?

I'm looking at building some kind of small cooler and so the enclosure is going to be the trickiest part it seems. If i can find something like a gel/liquid or some kind of clear molding I can use that would be ideal, I could place it inbetween two sheets of polycarbonate and use that.
 
Caulk filled up inbetween two sheets of polycarbonate? Will that really work well?

If not, then I must be explaining this wrong. I don't mean just sealing the gap between things, I mean a decent amount of a material inbetween two sheets of polycarbonate.
 
Would that be effective with peltier units to keep the inside cold?

I guess if I can't find a way to keep it clear I'll just use some kind of foam 😛
