That's because the hops inbetween can be laggy at any single time, and there are different hops inbetween the two sites.
On average though I get about 9600kbits/1200kBytes downloading off of a good site like iquest.net's servers, and about 3200kbits/400kBytes on average. The LOWEST download rate I've ever gotten from any site is 800kbits/100kBytes. This is using Optimum Online in Connecticut

. I've had it for over 4 years; they have 30 user nodes with 6.5 megabytes of bandwith each, they split them if they near capacity, and my node only has 2 people on it

. Stop paying for cruddy bandwith and move to Connecticut for the good cable!
Anyway, speedtest claimed I had:
2390.6 kilobits / sec
298.8 kilobytes / sec
(I'm in CT along the coast, they're in CA). It said my upload was 110kBytes. The highest upload I've ever done to an FTP server is 370kBytes. The site is inaccurate not because of what it is, but because of all the hops always inbetween, geographical locations, temporary lag, and zillions of other factors. It shouldn't be used as any kind of representational item for how fast your connection is, but rather, like TV psychics (for the fools who fall for them): Entertainment.
