Any bulk image size changers

Most digital photos are in a 4:3 aspect ratio.
But when you go to get prints made, the prints are all different sizes, most commonly 4x6 (3:2 aspect ratio), which causes the top & bottom of the image to be cut off because they auto-resize it to fill the left and right.

I am looking for a utility that will automatically add white space on the left and right sides of images in order to give them that 3:2 aspect ratio. I want to change all my 2592x1944 photos to 2916x1944 without really rescaling the pictures, just adding space around them to keep them from getting cropped when making prints.

Is there any freeware to do this? Searching around I see dozens of photo resizers, including the one in the XP powertoys, but none of them lets you add space around the image.

Manually it is pretty easy to do. Windows Paint can do it, and any good word processor can as well. You create your white matrix any size you want, and then paste in the photo and adjust the size to fit top, bottom, and centered. It will have two white areas on either side.
